Record-keeping questions have good answers, as long as you name the source and stop where the law actually stops. These pages are built that way: the answer first, then the citation, then a plain note that the agency — or a lawyer — decides, not us.
What you will not find here is legal advice, and where a rule was in motion when we wrote, we say so and give the date.
